
Backflow preventer testing is one of those plumbing requirements that surprises homeowners every time. You buy a house in San Diego, the water district sends a postcard saying your backflow assembly is due for annual certification, and suddenly you need to find a certified tester and pay for a service you barely knew existed. Here is the plain-English version of what backflow prevention is, why your district requires testing, and what happens if you ignore the notice.
What backflow actually is
Backflow is exactly what it sounds like: water flowing backward through a pipe, the wrong way. Normally, pressure pushes potable water from the main into your house. If the main pressure drops suddenly — a water main break down the street, a fire truck drawing heavy flow from a hydrant, a pump shutdown — the pressure differential can reverse. Water inside your home, including water sitting in irrigation lines, hose ends, or boilers, gets sucked back into the public supply.
That is a public health problem. The EPA’s cross-connection control program documents the risk: pesticides from irrigation, water with fecal contamination from a flooded yard, antifreeze from a hydronic system, all flowing into the drinking water network that serves your neighbors.
What kind of assembly does your house have
The most common residential backflow assemblies in San Diego County are pressure vacuum breakers (PVBs) and reduced-pressure principle assemblies (RPs). PVBs sit above ground at irrigation manifolds and are the standard for most residential sprinkler systems. RPs are heavier-duty and used where the risk is higher — boiler feed lines, commercial fire systems, multi-family buildings.
If you have a copper assembly with two valves and a brass body sticking out of your front yard next to the sprinkler manifold, that is almost certainly a PVB. Mark it on your property map. You will need to know its location and serial number every year.
Annual testing and why districts care
California’s plumbing code and most local water districts require annual testing of backflow assemblies. The test confirms that the check valves inside the assembly still close properly and that the relief valve operates when pressure conditions reverse. A failed assembly does not protect the water supply and the district will require repair or replacement.
Testing requires specialized gauges and an AWWA-certified tester. The test takes 15-20 minutes per assembly. The tester submits the results to your water district directly. You usually receive a copy of the test report and a sticker for the assembly.
Common failure modes
Backflow assemblies fail for predictable reasons. Hard water deposits build up on the check valve discs and prevent them from sealing. Freeze damage (yes, even in San Diego — inland valleys hit freezing several nights a year) cracks the bonnet or the relief vent. Sun exposure embrittles plastic poppets. Vandalism cracks above-ground assemblies that sit in the open.
The repair is usually a kit of new seals, O-rings, and discs — under $50 in parts and an hour of labor. Complete assembly replacement runs $400-800 for residential PVBs depending on size and location accessibility.
What happens if you ignore the test notice
Water districts have escalating enforcement. First notice is the postcard you ignored. Second notice gives you a deadline. Third notice is a shutoff letter, and the district will physically lock your water meter until you produce a current passing test report. Reactivation fees run several hundred dollars on top of the test cost.
If you have just bought a home and the previous owner’s tests lapsed, the district will give you a grace period — usually 30-60 days — to get current. Do not wait.

Backflow testing is rarely a standalone visit. If your tester finds a failed assembly, they will usually quote the repair or replacement on the same trip.
